The customs department of the Polish Ministry of Finance introduces the tariff browser and tariff calculator.

The tariff browser enables you to surf the Internet with the tariff data, especially the nomenclature codes and tariff rates. as well as further data on the customs tariff.

With the browser it is possible:
  • Searching data on the nomenclature of goods, tariffs and other measures as well as additional information (this third category includes: legal notices, explanations, binding tariff information and lists of goods, classification regulations, explanations on the CN, classification decisions of the European Commission, judgments of the European Court of Justice, pronouncements of the committee for the Customs Code, Compendium of Classification Decisions and Decisions of the Harmonized Code Committee;
  • Search for text expressions in the areas mentioned above and in the area of ​​the product nomenclature code descriptions;
  • Search for correlation table;
  • Search for geographic areas (countries, regions and groups) using their codes;
  • View the preliminary information;
  • Look for certificates
  • Look for additional codes
  • Search for odds
Tariff calculator enables:
  • Calculate duties and taxes for import / export of goods.
  • Calculate Meursing additional codes based on agricultural components.
  • View information about foreign currency exchange rates in EUR.

The selection of one of the available languages ​​enables the display and / or search for EU data in this language and changes the browser language. Polish data is only displayed in Polish. Certain pages that contain text data that is only available in Polish are always used in Polish, regardless of the selected user interface language.

The date of the last data change is also displayed on the homepage. It indicates the date from which the most current data originated, which can be viewed, browsed with the browser and / or used for calculation purposes.

Simulation date

This date indicates the current legal status. The tariff browser enables the search for data with legal status according to various data. By default, the simulation date is always the current date. When searching for a legal status with a different date, this date must be entered in the Simulation date field.
The Set Current Date button allows you to automatically return to the current date if it was changed earlier.

2 Customs calculation

2.1 Calculation with scenarios

The calculator enables the user to calculate duties and taxes based on the full and partial records.

This operation can be performed by any user of the ISZTAR4 system and any unauthorized user.

2.1.1 Calculation fields

The user enters data in the following fields (mandatory fields marked with "*"):

Kind / Type *

The type determines whether the calculation process concerns the import or export of goods.

Country *

The country of origin / destination (based on the value of the field type) should be selected.

Goods code *

The full 10-digit TARIC nomenclature code. If an incorrect code is entered, the tariff browser displays the error message "Invalid code". Go back to the Customs Tariff Search page and enter a different Commodity Nomenclature Code, or return to the home page and change the reference expiration date.

Gross weight (kg)

The gross mass of the goods should be recorded. The field accepts 16 digits (including ".")

Net weight (kg) *

The net mass of the goods should be recorded. The field accepts 16 digits (including ".")

Value *

The customs value of the goods expressed in the selected currency unit should be recorded. The field accepts 18 digits (including ".")

Statistical value

Statistical value - the value of the goods at the time and at the time of arrival in the Polish statistical area “.”.

Meursing

If the user needs to enter an additional Meursing code, the system will display the appropriate message. If the user knows the code, it can be entered. If the user needs to calculate the code, they press the magnifying glass button to display the Meursing code calculator. The user selects values ​​in the following fields:
  • Milk fat
  • Milk protein
  • Starch / glucose
  • Sucrose / invert sugar / isoglucose
The system displays the corresponding Meursing code. The user presses the linked code, which is automatically entered into the calculator's form field.

units

The additional qualifying units (if required) must be selected from the list of available additional qualifying units.

The additional units can be added by clicking "Add". The user inserts a value into the set.

The unit of measurement can be selected from the list of dimensions in the "Code" field.

The additional units can be entered in any order.

To remove the additional unit from the list, you have to check out the square on the right side of the specified additional unit and click on the "Delete" symbol.

Additional codes

The additional codes have 4 characters. A maximum of three additional codes can be entered for a question. The additional codes can be entered in any order.

2.1.2 Calculation results

When the user fills in the required fields for his calculation, he clicks the "Calculate Charges" button.

The system displays the following information:

Exchange rates

The exchange rate of EUR in the currency unit selected for calculation.
Calculation scenarios
Each calculation scenario shows the following information:
  • Terms and Conditions
  • Measures together with information on geographical area, validity, duty rate
  • Box 47 of the single administrative document containing the payment details.

2.2 Standard Calculation

The calculator enables the user to calculate duties and taxes based on the complete records.

This operation can be performed by any user of the ISZTAR4 system and any unauthorized user.
